In the context of health care industry reform in China, the project of Shangyi International Medical Center (SYIMC) represents the innovative healthcare operating practices, by building up a regional medical cluster composed of interconnected health care providers and associated institutions. This paper applies the value chain analysis framework and the concept of business cluster economies as the theoretical foundations to explore the practical steps and procedures for the business model design in the SYIMC project. The SYIMC project represents a design innovation of organization management in the health care industry of China.
